Leaking money

the image refers to the thorny issue of taxing Internet. there is big money in those wires. millions move in milliseconds. we see the Taxman trying to meter the flow but leakage is beyond control. how to tax the Internet? should the Internet be taxed? is it possible to tax the Internet? please don't send suggestions to me!
